Back in the '90s when I building what became Nutroll's status quo, the shadiness about private prisons was in the news, and that led me to making the Inborn Correctional Institute (even though some of the people held there weren't born with their powers like Inborns). The acronym is forced to fit the term "put on ice" and to sound like something an a-hole would think sounds cool to do to other people. The guards, who also function as private police, are mostly suspiciously large, hinting at them either having powers themselves or being on steroids. "Wait, you wrote this in the 1990s?" Yeah, stuff's been going on.
The uniforms have been updated to make them a bit easier to manage in pixel art and to look more modern. I was toying with recoloring the uniforms to be more like the tan of some prison guards, but went back to the blue so it'd visually pop better on the backgrounds and contrast more with Nutroll's outfit.
